New FSU Member Testimonial: Reform UK Councillor and FSU Member Kelvin Wright faced an anonymous code of conduct complaint over comments he made on Facebook.
17 July 2026
In the latest instalment of the FSU Member Testimonial series, we hear from Councillor Kelvin Wright. Kelvin is an Army veteran and currently serves as a Reform UK councillor on Nottinghamshire County Council.
This is not the first time the free speech Union has helped Kelvin when others have tried to silence him.
Like many of the councillors who have appeared in our Member Testimonial series — predominantly Reform UK or Independent — Kelvin received a complaint alleging that he had breached the council's Code of Conduct for elected representatives over comments he made on Facebook.
Although anonymity is only supposed to be granted in exceptional circumstances, Kelvin, as so often happens, received an anonymous complaint alleging that he had brought his office into disrepute. The complaint was prompted by his suggestion that displaying the Progress Pride flag might distract firefighters from focusing on their jobs.
Kelvin also respectfully questioned the fire service's uniform policy and what he saw as the organisation's ideological capture.
On top of this, further comments he made about trans ideology were also considered for investigation.
Kelvin once again turned to the Free Speech Union for help. We wrote to the council on his behalf, highlighting the entirely lawful nature of his comments and his right to free speech, particularly as an elected representative speaking up for the residents he represents.
As a result of the FSU's intervention, the council decided not to take the matter any further. But, as Kelvin rightly says, the process is increasingly becoming the punishment. The council's Monitoring Officer concluded that the case should be resolved through local resolution, meaning no sanction was imposed, but making clear that the council disapproved of what he had said.
The weaponisation of councils' Codes of Conduct to silence political opponents who challenge progressive orthodoxies is a threat to free speech and democracy.
I'd absolutely like to give a massive shout out to the Free Speech Union… boy am I so glad that organisation exists.
The Free Speech Union is pleased to have been able to once again successfully defend Kelvin's right to free speech – both as a private citizen and an elected representative.
